=> open VLC Player.
=> press (ctrl + P).
=> in Interface option, click on "Use Native Style".
=> & right side, untik "Resize interface to video size".
=> again, in Interface option, click on "Use Custom Skin".
=> in left bottom "show setting" option, click ""All""..
=> in last click on the "Video". in the right corner, tik the "Alwayes on Top" 
=> After Click "Save"
=> Done!
